Bug report of not being able to leech off minor civ after becoming:

Included are two save game files: one the turn before the bug and one the next turn where the bug appears.

Save game starts at turn 17.
Here's what I did on this turn:
I created the Wheel3 ship at Wordan and set him on his way down to Hissho's Rukbat. I have a leecher at Andromeda doing it's dirty work (relations at 23 and building at +3/turn - this is where the bug will appear next turn). I also have a leecher at Hissho's Janus home system doing it's dirty work.
There is a Wheel2 guarding and exploring curiosities on Kurhah. On the event 'A Clever Fake - Part 1' I clicked on 'Analyze the planet'. I finished researching Galactic Commodities Exchange and went onto researching Atmospheric Filtration. I went to the marketplace and bought 3 REDSANG and then went
to population overview and favored the Vodyani with the REDSAND to get the FIDS bonus.
Latest political survey showed Religious is still favored (what we want!)
I clicked the arrow to order all fleets to execute their planned moves and the Ark and the Wheel3 moved into Hissho's Rukbat. I denied Hissho's request to move the fleets out of their territory. I explored all the curiosities I could before running out of probes on Rukbat and then guarded it with
the Wheel3. The Ark executed a ground invasion using preemptive bombing. At the draw screen I clicked continue and then moved the Ark over and anchored at Nair to replenish troops.
Now with everything 'locked up and guarded' click the end turn button to reveal the minor civ leeching bug (will be apparent on Kurhah as the leecher will be unable to leech anymore).
On turn 18 the leecher on Kurhah is not able to leech anymore because it says 'You don't have permission to raid this star system' even though my relationship just changed to Cordial with them and I was leeching then before this turn.
